He's talking about the soon added ability to officially declare war on other tribes, so PvE servers won't be TOTALLY PvE.
The big worry would be if there is the option for the pvp to end at say 11:30 pm that they could attack at 11:15 kill some dinos then switch off the pvp and not turn it back on.
This ultimately is a PVE fun thing meaning only two "friendly" tribes are likely to go to war and probably with strict rules or it will be a way of settling grudges meaning two tribes are arguing over teritory so they will have a 1 hour battle and the winner gets the land, things like that.
