No, you do not. You can host a server yourself completely free of charge, you don't even have to own the game. You can either download steamcmd and download the files and create a set of .bat files manually to update and start the server or you can download the Ark server manager tool.
If you're using your own computer, or another computer on your in house lan, you might need to set up port forwarding on your router, if you struggle with that or not exactly technically inclined thats a point in favor of paid hosting, as they set all that up automatically for you. And I would recommend using Ark Server Manager if you're hosting from your own machine, which is available in the guides section for steam here: http://steamcommunity.com/sharedfiles/filedetails/?id=468312476 Cause it just makes things so much easier.
Click a button when the server version updates and it updates your server for you. Tweak the settings to make it do what you want. Took me an hour to set it all up and a maximum of 10 minutes to do an update each time.

I run a community public server so mine is on a high end dedicated machine with an Internet connection that I cannot begin to get where I live. So as I said before all depends on your goal.
are you using DDR1 or DDR2 ? and how many slot are you running please
