Possible Solutions
1) Restart Game
2) Check to see you have most recent patch
3) Check server to make sure patch is up to date
4) Try having them invite through steam
5) Ask host to make sure the proper ports are open
6) Verify Ark Files in Steam
7) Try joining an official and different unofficial server to make sure it's not a host issue with your friend
8) Host might have default limit of max players changed from 70 or whitelist needed for join
once it too happened with me, but when got an invite i was able to join
How do I know if it is non or official? he just made it through the ark game
I've tried 1,2,4,7 (haven't tried unofficial servers tho) and no dice.
I haven't ask him to do 3 yet, but my other buddy who has updated to latest has been able to join.
I don't think he knows how to do 5 yet. I'll try to tell him to check max player count.
I havent tried 6 yet.

Your friend is hosting directly from there PC for you to login you have to be able to have your two PC's talk through ports, firewalls and NAT settings.

Then you need to look up "how to open ports on (name router brand here)" and put in those ports.
However this might not fix it for non-dedicated and could just be firewall. You will have to look up solutions yourself for that.
I did the port forwarding but it didnt work.
so I got it to start loading screen by deleting all the mods that I was unknowningly subbed to but now it hangs at the loading screen with PrimalGameData_BP before timing out and then if I try to load it again. it gets a unknown error.
I can join other servers tho

Have you guys got a solution yet?
I cannot connect to mine after the recent update. Was working fine. I've opened up all ports and a few extras I read about. I've tried disabling the windows PC firewall too, no luck.
How is it, I cannot basically connect my local 'client' game to either 'localhost:27020', or my local LAN IP, or even the steam public IP? I've updated steam, the game, add/rm battleeye.. about all I can think of now is to completely reinstall everything I can think of and copy my world back in once it's working, if I can get THAT to fix it.
Having been forced to play on some official servers, I can see now more than ever that that isn't an option - all the beacons are blocked, oblisks blocked, etc. It's a real mess, which is a whole other story.
I just want to play the game, it's a great game! Please help! :O
