Third Person? Any help would be appreciated!

I'm running a dedicated server, ya know, to do with the network ports, and you run it from a .bat file etc etc.

I need to allow the usage of third person (and before you type, "press K" dummy), no I don't mean that third person view where it doesn't allow you to move around 360 degrees...

I mean the one where you scroll back on your mouse... Anyhow, I'd really appreciate any help on how to activate it!

I think there's a notepad file I have to modify, something like "AllowThirdPerson=true/false"? But I can't seem to find the file for it? Anyone know the location.

AllowThirdPersonPlayer=true/false in GameUserSettings.ini under the [ServerSettings] section.
