Yeah I'm away from home right now so I can't check it but I'm pretty sure his base was built back before we were aware of tribe governance options, so I'm doubting his base will still be owned by him if he leaves the tribe. IIRC there's no option when looking at a building object's options to unclaim ownership like you can with dinos. I'm wondering if the work around to that is through admin commands but I'm not aware of any right off hand.
Simply look at a wall / door and type GiveAllStructures into console. You will be the owner of this Structure and all structures connected to it
