Are you playing single player? They won't spawn until some of the current spawned dinos are killed off or the wild dino wipe command is used.

Just kill every thing you come across one will eventually spawn and ive found them on the coasts mostly but you can find them also in the areas that arent the swamp or the snow biomes.

Oh so that will kill all wild dinos and respawn them

The "Cheat DestroyWildDinos" Only affects wild dinos. The destroy all eneemies destroys all dinos, tamed or wild.

I do a wild dino wipe after every update with a new dino on my server.

easy to mistake them for Dilo's. Similar size. Just look for a Dilo uncharacteristicly running around quickly with no apparent goal.
