Alternatively, you can enter the following arguments in gamusersettings.ini under [serversettings] to enable flyer carry on PvE
AllowFlyerCarryPvE=true
bAllowFlyerCarryPvE=false
If you're new to this, just a reminder that this needs to be the server file, not the files stored on your local computer. You can edit gameusersettings.ini either in the web management tool or via an FTP client.
Edit: this is assuming you're talking about your own privately hosted server, not your own single player game.
Looks like you're out of luck then. There's no way to enable pvp on an official pve server.
There are a bunch of private pve servers out there with flyer carry enabled, mine included.

Just a thought, if you want to be able to carry players from outside your tribe so you can work together for taming or transporting players/dinos, maybe you could use the 'declare war' system to enable pvp between your two tribes. This should allow you to carry them as you normally could in pvp.
So this should still be possible even if it's just you in your tribe.
