Missing X3DAudio1_7.dll on server 2012

Ok, for the past week myself and 1 other have been trying to setup an ark server on a dell power edge r610. specs 2x6core intell xeon, 48gb ram, 6x73gb sas hdds, with win server 2012 r2. My issue is that every time we go to start ark with eather the ASM or even threw steam cmd we get the error "This program cannot start because X3DAudio1_7.dll is missing from your computer. Try reinstalling the program to fix this" We have done this many times and are still getting the error. We have verified that the dll is there but are still getting the error. Any help on this would be gladly received.

PS. Devs why does the ark server require sound? Not to sound ungrateful for the awsome game you are making but this is the first game that requires this for servers that i have run across.

Sounds like a directx issue. Try installing the directx redist that came with the game if you haven't already.
