Report a translation problem
Place the war map on a wall or what ever you want it on and hit it with a paint brush. Don't try to upload a pnt image to it though or it will disconnect you. You'll have to settle for a multi panel canvas picture for that. You can still draw what ever you want on the war map in game though.
I did figure it out after a lot of random attempts - you have to *double click a color* to load it onto the brush. Not single click, not drag, etc. Another example of the shoddiness of these developers (a lot of things that would flunk UI design 101, some horrible unoptimized code that takes way too long to load, and a tendency to get random problems that look like race conditions).
Unlike the more important UI problems, though, this is unlikely to be fixed by modders - it's such a minor feature. TBH, the only reason I care is so I could show my 8yo son where stuff is on the map, rather than trying to talk him through the "place marker" UI.
