At LEAST 1k damage, rest HP.
I recommend ~130-140% speed with some stamina as well.
PvE...meh I'd go between 5k and 10k on health. 1k to 1.5k dmg. Don't forget stamina, rexes run out quick.
I mean...on PvE, what are you going to run into at that point that could put up much of a fight, other than decent Alpha rex?

Bingo, With players walking around with rex's like that you don't want to be neglecting the HP stat as some have suggested.
This as well.
I play PVE, and all our dinos get bumped to over 10k hp, then we work on attack or carry weight or movement, depends on what they will be used for.
My mate in our tribe on official server has a 120 kibble tame rex with ~20k health ~2200dmg an this thing is a monster (literally, an that's it's name too). It can take anything thrown at it, including a 120 alpha rex.
