Since they called it LayEggIntervalMultiplier and not LayEggRateMultiplier, I would bet for smaller numbers giving more eggs.
I would have more 100x eggs than dodos. Lol
Furthermore, I think you have to make the changes to the Game.ini file (mine is located at \ShooterGame\Saved\Config\WindowsNoEditor\Game.ini)
Poops did seem to be messing with the egg drop rate. Turned the poop interval back up to 0.5 and the eggs were more frequent (with the same egg drop interval).
So if you were trying to increase egg *and* poop production, it would seem keeping the poop interval larger than the egg interval is the way to go. In the case of just increasing egg production, seems like simply turning down the interval is the way to go.
Unless you've made other modfications in that file, it's probably blank and you just paste in those lines at the top.
