Report a translation problem
You should actually delete the mod folder and file when it updates to force it to download a new copy. There have been many times where steam doesn't update all the files leaving it broken. Usually not a problem if you are just joining a game, but if you are using those files to upload to a server it can be problematic.
It happens when small changes are made to a mod. It's almost as if steam only checks file sizes to determine if a file needs to be over written with a new version.
It's happened several times to me with the aku shima mod. And it has always been fixed by deleting and forcing a new download.
It is best to get clean versions of the mods, so wipe the file then let it redownload the mod when updating.
You also shouldn't need spaces inbetween mod IDs. Im not sure if it has any effect on the server reading it but I always just use the comma to separate, and dont space them out.
For example xxxxxxx,xxxxxxx,xxxxxxx instead of xxxxxx, xxxxxxx, xxxxxxx
