Most notable is your ram. You do not have enough system ram to even start the game in the first place, on any setting. That is the reason you are getting that error.
If you have not already done so, then seek a steam refund.
Bottom line: You can not play ark.
I've had the same problem and my machine is 8 core / 12gb ram / 750Ti.
2 things work for me: Walk away for 10mins or so. Or, Force quit steambootstrapper and try again.
I'm guessing this happend after re-installing windowss?
Make sur eyou have the latest windows service pack and re-install the VC Redistributable package from the common redist directory that comes with the game.

It's supposed to be a beautiful AAA DirectX-11 game, and instead you're turning it down to look like.. literally garbage.
It's not even worth bothering if it has to look that bad.. it makes no sense.
not to mention the low amount of RAM... these days you need atleast the double amount for a computer to run stuff nicely....
One of the most inconsiderate and negative posts I have ever seen on these forums directed at a persons experience. And i make it a point to never negatively criticize, but clearly you lack a deeper understanding of people, and what it means to be happy.
It is a shame that you must ask "Why", and that something so simple "makes no sense". to you.
