Mods on Private Servers (4Players.net)

Me and some freinds rented a private server.
We wanted to install some Mods on the server and this is what Hoster (4Players.net) said (for example):
Upload the Modsfiles via FTP to /Shootergame/Content/Mods/507648142
Change GameUnserSettings Ini= ActiveMods=507648142

We tryed it with the Advanced Architekture (same for every other mod....) Mod BUT:
When youre ingame and look into your engrams menue you can see the new engrams but if you click on them "learn engram" nothing happends....same for weapon mods and every other stuff.

Do you have to "allow" mods on the server via editing GameUserSettings.ini? or ingame?
mod loading works fine but you cant use them ingame.....

any ideas pls?
