Oviraptor does not boost egg laying. The buff only reduces the cool down timer on breeding for the females. Not sure the exact range but it is easy to figure out. While dinos that can breed are within range of the boosting ovi they will have a blinking egg icon. Scorpions, frogs and some other dinos that do not breed will not get the blinking icon.

Aha then how can i get about double amount of eggs since an ovi is near our dinos?

The range appears to be the same as that of the feeding trough, which I think is about 10 squares. There is also a vertical limit to how far the effect goes; that is, in a tall building, you will need multiple Ovis.

As for the boost, there is supposedly a decreased cooldown for breeding intervals, but I have not tested it personally.

For egg laying, it does not increase the change of a dino laying an egg, but, it does increase the number of times they will attempt to lay eggs, for affected dinos/animals. I believe they will attempt to lay every 11 or 11.5 minutes, down from around 18 minutes; not exact numbers, but they should give you a good indication of how the effect works.

Overall, you should get more eggs, especially if you are active in and around your egg layers.

Warning, the Ovi can, and probably will(happened to me at least 3 times in 2 days) get out of structures. If you put them on wander, weigh them down so they cannot run away.

Also, from the little testing I have done, Ovis do not appear to draw aggro from wilds, so it can steal their eggs without starting a fight. But, it also takes practice to get them to do it right. I did test this on Boas, by making a big pile of them, and when one would lay an egg, have the Ovi follow me to the egg while I was on my argen.

From their dossier
Domesticated: Too small to fight or ride, Oviraptor is still one of the more commonly tamed creatures on the island. Its pheromone release ensures an increased stream of eggs from nearby mated wild creatures, for breeding, eating, or cooking kibble.

Seems to be a little shorter then the feeders range which is 9 tiles
