Its torpor damage is based on its attack damage (like most things).
As Darmaniac said, you must wait 10 seconds between each attack, otherwise you do more physical damage than torpor damage.
The frog has the ability to hop away unlike the Scorpion which has to tank damage until the Dino KO's.
My advice is to level (in this order):
This all depends on what level you tame your Frog at of course. Mine are normally over 100.
I generally find Stamina useless on a Frog as it can cover a LOT of ground through jumping which doesn't eat into stamina much. Even after being stung by Dragonflies, I've never found my Frog out of stamina.
I also ran an experiment and built a full Movement Speed frog. I noticed that it's jump distance and trajectory did not really increase much and neither did it's swim speed. It was kind of a waste.

Only diference is the primary attack is longer range and directional, the alt attack is shorter range but has a wide aoe. Alt attack is good for swarms of insects.
I personally only use Primary Attack (forward lick) to KO dinos as sometimes the right click can have unintented conseqences such as multiple hits by accident, or hitting a nearby dino that you don't want to agro.
