here is a screenshot of the usage of my system.
CPU usage was actually on 100% but as soon i tabbed out it went down.. i saw it for a second that it was on 100%
other than that my fps is also pretty bad.. the more i play the lower the fps gets.
either my pc is trash or something is wrong with my pc
When I run our ARK server on a spare computer, using the free ARK server manager, there is a setting to adjust how many cores the server uses. I uncheck the box for core 0, 1, 2, and 3. If I let the server use all available cores, I won't be able to do anything else on that computer.
First of all -useallavailablecores doesnt do anything any longer. Its been obsolete for few years now.
Second, looking at the 100% disk usage, your freezes are coming from hard disk bottleneck. 72 mb/s with 100% usage and ssd tell me something wrong the disk. You happen to have any other drives than that ssd installed?
-preferredprocessor does not have any use on your case either.
Task manager is not very accurate on performance monitoring though, you need something to monitor while you are actually gaming.

if its a bottleneck (i have no clue what that is) how can i fix it?

Cpu usage seems ok for your setup with 1080p resolution. Usage increasing when you went out of base with more fps. With 1080p and unreal engine 4, cpu is normally the bottleneck (or slow hard disk with texture loading causing stuttering). With higher resolutions gpu starts to matter more. With your video its hard to see the stats at points with orange color and compression artifacts.
Try fullscreen and not windowed.
The settings video is very old and not relevant with launch settings.
i tried a lot of things.. even made a complete system recovery and installed ark again.
i got rid of the 100% disk (bottleneck) but the little stutterings are still in the game.
i guess i need to get used to it.

Fast question though. Is that nvme ssd or normal ssd?
Also see if the problem persists on a server.
It might just be texture and asset loading on single player being the issue as client has to do all the processing compared to if you play on server where server only sends you data and client only processes textures.
Also running a dedicated server on your computer and connecting to that will increase performance as that way game can use more cpu threads.
