Are you seeing a red circle and arrow or line when attempting to get the raptor to attack a target? If no, you aren't actually whistling them to attack anything. It could also just be a bug, although it works for myself so probably not the last option.
That would be the issue then. The hit boxes are pretty wonky, try aiming at your intended targets feet, or around different parts of their body in general, while spamming the whistle. When a target is whistled, you will see the red circle with a line (or arrow whatever you call it). Otherwise you will hear the whistle but not see the red circle and line. This means no target was selected to attack.
I hope WC improves the hit boxes, but honestly with Ark 2 on the horizon, I don't see that being a priority.
Hmm I tried that with the trike spamed it all around the thing including the feat nothing happened. Not planning on buying ark 2 given the issues here and their handling of atlas.
It makes sense however, that the hitboxes being messed up would cause this.
So if you are on a Bary on land they tend to ignore the attack command even if you see the big red arrow pop up, sometimes its delayed. The Shadowmanes are the reverse, attack things on land just fine with the whistle, but under water they flat out ignore it, or its delayed.
Getting the Whistle to work takes alot of luck somedays, I try to aim for the heads when i am using this.
Deleted everyone in the groups which seemed to be all I can do, didn't work. Whistling on a dilophosaur and Trike heads, feat, close enough to see their name. Nothing till they were actively gnawing on my face/charging me into the water.
Not delete everyone in the group, but groups, completely delete groups from the list, should work and if will work make new groups if you need them, but i suggest you to dont create them

I do set unused dinos to it , just to avoid the j key fiasco inside base.
do not spam commands, groups need some time to react and follow, sometimes it can get whaky by to many changes quick.
Try if other commands work.
does attack this target even works if he's on follow others ?
