-ActiveEvent=None
This should block these goofy dino color events from running in your game.
No more neon colored dinos will spawn tho you need to get rid of the ones that already did spawn. Either get rid of them manually by good ol murder or type in destroywilddinos in the command console.
In there, you should see launch options, that's where you put -ActiveEvent=None, additionally, you'll need to do a dino wipe to remove all existing dinos, that should completely stop the special color dinos for good.
While you're at that, you may want to consider -preventhibernation for more cleaner spawns in single player, but you don't have to do that immediately.
Outside of what sickpanda specified, the event dinos when you've properly wiped and changed the event settings will be gone, but keep in mind that bright coloring is also associated with breeding and mutations. You -will- get bright colored dinos when breeding as its part of the mutation system accompanied by stat increases so be forewarned that it doesnt mean that you've had an issue that overrode your -ActiveEvent=None.
You are refering to the loading screen tip saying males are more colorful than females?
I think that might be a lie?
Cause even without this command active and no ongoing events never really seen much difference. The males and females both could spawn with bland colors or vibrant-ish colors.

At first when i saw this i thought my graphics were ♥♥♥♥♥♥♥ up lol only later to learn these were Easter event colors.
