open your chasis, measure lenght from rear panel to front inner border.
look for GPUs that meet lenght. then look for PSU output and connectors needed for this GPU.
then do the same measures for PSU to fit it in your chasis.
simply as it is.

intel 2 duo? you will probably need to upgrade your bios first before you can even use ANY gpu in this ancient computer. i don't think buying some single parts will help you with ark. better get a new computer. the motherboard probably doesn't even work with fast gpus and slows them down.. just look at this.. someone sells the most important parts of your computer literally for 37 USD http://www.ebay.com/itm/Dell-OptiPlex-780-GA0402-Q45-Motherboard-C27VV-Intel-Core-2-Duo-E8400-3GHz-CPU-/361431873136?hash=item542704b670:g:vFAAAOSw6dNWTNUI

Damn...well ive spun my wheels long enough and you seem to know a thing or two. without breaking my bank can you set me up with an idea of what i need to play ark specifically on medium setting? tired of running up on a t-rex before he's even rendered.

im assuming i can reuse the 10 ram ddr3 and seagate 1tb HDD and possibly optic drive should i need it. im looking towards a decent seller with a MoBo+CPU or CPU+OS to shave some of that cost off but if not then oh well.

One more thing:
the gpus that are recommended for your pc are from 2007 by the way. any newer gpu wouldn't even be able to help at all since your mainboard can't handle it and your cpu too. way too old. this pc is a nearly 10 year old office pc. (http://euro.dell.com/de/de/corp/Desktops/optiplex-780/pd.aspx?refid=optiplex-780&s=corp)

well you should browse some custom builds on the internet if you want to build a cheap computer. you should look here for example:
https://www.reddit.com/r/PCMasterRace/wiki/builds
(of course you should search for gaming pcs. the ones for 140€ and less are just for showing how cheap you can get a pc nowadays. the first gaming pc that may be able to run ark on low-medium settings would be the one for 422,21$ called The Next Gen Crusher since it outperforms the consoles already xD)

Start here then add/remove components as budget allows:

well windows 10 is free if you upgrade your current OS^^ you can still use your current windows to upgrade. all you need is a valid license key and an USB stick or a dvd where you have a windows installation

sure.

step1: go there https://www.microsoft.com/en-us/software-download/windows7
step2: download the .ISO of windows
step3: install this https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool
step4: start the tool, select the .ISO you just downloaded, select if you want to have it on a DVD or an USB-Stick and you're done.
Step5: insert this usbstick/dvd in ANY pc you want and you can just install windows again..
