Report a translation problem
The problem with this is that you really don't know what's going on. Some of the highest-tier armor in the game is absolutely ludicrous. I've seen people stand around in full mid-high tier flak and take direct hits from rocket launchers and survive. The recently released top-tier gear is well beyond the capabilities of flak, especially if you get leveled gear.
The thing about alpha tribes is that they get that way by taking every advantage of the game mechanics that they can.
The best thing that you (or the invaded tribes) can do is to VIDEO EVERYTHING. Ark is one of these games that you really, really need to make sure you're running a screen capture or you are using twitch or YouTube tools to record everything you do. At the end of the day, if it's all unintersting garbage, trash it. But if you suspect cheating, send the pertinent video to Wildcard.
Also keep in mind people are now able (from what I understand) to get ascendant swat gear, which most likely gives even more AR. I'm not 100% sure about that as I'm not high enough to open the crates yet, but most likely it is true.
Chances are this is what is going on and if so it is an issue with how well damage reduction scales on higher quality armor.
Another thing to note, you can also get really high quality saddles for your dinos.

You mean they don't keep track of data server-side? It shouldn't matter what your client says as long as the server agrees / disagrees. Clients should be written to be graphical representation of what the server is telling it to do, any game that doesn't do this will be super easy to hack. Chances are this is not the case for Ark, but considering its EA it may be for now.
Likewise, all stats are handled serverside, so you can't just tell the game you have infinite hp or anything. It'll tell you to go ♥♥♥♥ yourself.
