You didn't ask me but if you want bare minimum then I would say an Nvidia GTX 960 or 970. I would recommend getting a 980 or 980ti just to avoid the need to upgrade again too soon.
and by the way: if you are still using something like a hd 5450 you should tell us what your other hardware is. it is probably way too old too
Yes, he will most likely need to upgrade his mobo to even use the new card, and new RAM. He will also most likely need a new CPU so he doesn't bottleneck the GPU.
What are the rest of your system specs?
That said, 5XXX series? I'm guessing maybe an AM2+ board with a Phenom II?

Well of course not, DX12 is brand new with very few games even using it. When Nvidia has caught up with their driver support then my 980ti will be able to take full advantage of DX12. As I said though, you made a fair point.
Time for a new computer if you're wanting to play ARK in any playable and/or enjoyable way.
You would need to upgrade your entire rig.
Take a look at A sync compute, your 980ti will never support it, and drivers will not fix it, it need to be supported on the hardware lvl.
