Is the greenhouse window intended to simply be a glass window for a metal windowframe or did they forget the metal windowframe?

The greenhouse window is meant to be a window you can use in other types of windowframes. There won't be a greenhouse windowframe. It wouldn't serve much purpose. (well, ventilation, but that isn't a mechanic in this game)
