Yes you can enable them. It is essentially the same as with Single player.
The only real fully working event is Winter Wonderland. End year event drop works too but may need to hex alter the save file if this already run it.
Yes developers promised to fully restore the events but they didn't sadly.
When they made the announcement to end the full versions of the events, they never made any statements that they would later restore them. I think you're interpreting their announcement differently unless you can cite specifically where they stated so.
Ascended is where they opted to continue the full events and this was an intentional decision for the purposes of motivating people to get ascended as well.

Here's the whole of that 1 bullet point:
"--We know you folks enjoy your event cosmetics so as we enter into our last year of events on ARK 1, we will be adding the associated cosmetics to the Hexagon Store once each event ends. Speaking of - we've added the Love Evolved cosmetics to Hex store with today's patch! All of the event content will be added to the PC game at the end of the year's cycle of events so they can be opted into for our PC unofficial server owners and players. Our console players will be able to grab all event cosmetics from the Hex store!"
So interpreting that to mean the full entirety of each holiday experience beyond that really seems to not necessarily be accurate. Honestly, being as Snail-Wildcard are, One always needs to err on the side of caution in how they word things. They may have even decided at that point as you believe to give 100% full (including server side required map changes) some sort of means to be implemented later but that's about on par with how they've for 8 years said one thing then switched it up later. Somewhat like what's going on with the more recent news with Ascended too.
