Even a server host could do it if they wanted to put the time into heavily customising their server.
1. Ark Survival Evolved is done. There are to be no more updates for it unless there's some maintenance mode related thing as that's what it really all is now.
2, All development has shifted to Ark Survival Ascended (basically ASE in Unreal Engine 5 with some other differences/additions and with all its dlc's being staggered over the next 1.5 years or so. Currently, ASA only has The Island map to play and no tek dinos are enabled on the map so that can give you that "classic" feel if you wish.
3. While I know Blizcon is in full swing and people have "classic" on their minds, you can, in effect with ark now, do 2 things that give you the "classic feel you seemingly desire: Settings, Ini.file settings(to remove specific dinos like tek dinos if you wish ), mods and more.
This option is pretty much your best and only one with ASE.
4. Asking devs on here for these sorts of things is very pointless as devs intentionally do not interact on these forums in such a capacity(even on the Ascended forums either). Snail-Wildcard has been pretty clear on this and even reaffirmed it 3 weeks ago on twitter too. You could opt to use Twitter, the official discord, the official forums or reddit in that descending order but to be blunt, it'd be a waste again because ASE in the eyes of the devs is done.
