That being said if you look up the event in the wiki most of em have the parameters on how to start the event from the launch options. Perhaps double check what you may of typed in - perhaps it is slightly different. For instance the summer bash event can be started with '-activeevent=Summer' whereas I first tried '-activeevent=SummerBash'. Its literally the second line on the page about the event. ( it is for summer bash anyway ).
Solo it will happen.
In my case with clothes and a chibi of choice I don't feel I have cheated. Depends on what your trying to spawn in I suppose. If that's what you're actually trying to do. I recently ( about a week or so ago ) started the summer bash event in my solo play through. It worked fine. Until I decided I did not like the rainbow colored dinos. So now I just spawn in the simple items that I need. In my case it does not impact progression.
