Edit: And 30-50 is a lot better than 10-30 that I'm getting.
It's also kind of easy for you to overstate everything by saying they have nvidia and you have amd without giving any specifics. You know what? I got an AMD card and I run the game better than my friend who has nvidia. See what I did there?
What hardware are you using? I think the problem is your gpu that may be too weak
Yeah, I see what you did there. However, I didn't overstate anything. A quick search for AMD optimization on these forums will tell you as much.
I'm using an AMD FX 8350 4.0 and an AMD Radeon HD 7900. 12gb of memory and it's being run from an SSD. The game's suggested settings cranked everything up to ultra, which was obviously unplayable so I slowly turned everything down to where it was playable, that being around the medium settings with some other tweaks like low shadows etc.
None of the 7900 series cards are anywhere close to being powerful enough for epic settings at 1080p in this game. If the people with Nvidia cards you spoke to are getting 50-60 fps at 1080p with high settings then they definitely have much more powerful cards than you. That has nothing to do with optimization. The most powerful cards in the 7900 series are only around half as powerful as a 980TI. Most mid range cards now are at least 50% more powerful than them.

Here are my specs. I run all settings low and textures on high and have 20-30 fps with lag in big bases but that is expected. this laptop sucks lol but yeah I dont think its too bad compared to how it played months ago

so your card is 4 years old now? just for your informations usually people replace their hardware for gaming every 3-5 years^^
funny thing is your laptop doesn't even reach minimum specs (no 2.0ghz, you play below the minimum). Still you get a good amount of fps and it seems you are having a lot of fun. That's really nice

Indeed, both this user and OP are getting relatively stellar performance for the given hardware used. Kind of nullifies the "woe is me for using AMD" argument, wouldn't you say?
