I've been using the first one for about 2 years. I especially like using them to build out beyond/above/below dino platforms (with some creativity).
There are also foundations in vanilla and I think also Structure Plus that specifically float only on water, but I'm not sure those would work for your goal and I've never worked with them; the challenge would be snapping those to normal foundations hanging down from the edges of the ocean platform. If you could manage that, I'd assume that they also snap to each other horizontally like the ones from the Floating Foundations mods.
