On an actual server, the whole map is loaded in at once and dinos spawn all over.

There may be a similar setting that controls proximity for dino respawns.
I believe dinos count as resouces for those. However, those control the minimum distance resources have to be away from the player or structures in order to respawn. In other words, the exact opposite of what is needed. It is the maximum distance he wants to change, not the minimum.
He doesn't acknowledge the possibility, but I suspect a mod or misbehaving mod at work, unless he's fully exaggerating.
He very clearly states he wants dinos to spawn all over the map. He wants to DEcrease the number of dinos spawning near him to INcrease the number of dinos spawning elsewhere. What he is describing is how it works in single player. Dinos can only spawn in the areas around the player because that is the only area of the world that is actually active.
Enlarging the area where they can not spawn will not cause the dinos to appear on the rest of the map. It just means that the dinos that do spawn will be even more concentrated than they already are.
On a single player or co-op map, the rest of the world pauses when the host isn't around, and no dinos spawn there. You have to be playing on a server, or have a really good computer, to get dinos spawning everywhere.
Why is it different for this fellow? I suspect that he's unintentionally crippled the game himself by adjusting settings in a way he shouldn't or using poorly designed or misbehaving mods. I have tweaked most of both the basic and Advanced settings and I use many dozens of mods that both change gameplay and add content, and yet still I don't observe what he describes. What superpower do I lack, in spite of pushing so hard against the envelope, that I'm unable to break the game in the way that he has?
