Epic store versions of the game aren't capable of playing non dedicated iterations of the game. This has been discussed now for years. VPN has nothing to do with it its a platform's issue.
In order for epic and steam players to play together it has to be a -Dedicated- server iteration, no mods, and the -crossplay setting enabled.
Thus, all you need to do is change your game play to a dedicated server iteration, not use mods, and enable the -crossplay setting and just play with that server save when the two of you wish to play together. You don't have to keep it running 24/7 obviously.
Not only does that let you play together, it'll also alleviate some other common issues with non dedicated server play.
