Report a translation problem
I think (and this is just speculation) that the game swaps one item for another. There's no volume system in the game, no way to record the amount of liquid in a canteen. Take a drink from a full canteen, and the full canteen is deleted, and replaced with a canteen 2/3rds full. There's a version of each level of the canteen. I don't think they're supposed to "break".
I had that few times and many times in Scorched Earth.
What fixed it for me was placing the canteen inside a tap and pressing use then removing it and putting it back in refilled it properly.
Edit: I only had this happen on mod maps but it may be universal
Best fix I found was modding a different method for filling water. I use a kitchen sink or a stone water jug. These never bug and break my canteen.
