Are you talking about a non-dedicated server?
where you're the host of a game, and other players are joining your session. That game mode is notoriously buggy, and has many limitations... Such as tethering, where the other players can only follow you through the section of the map that you've loaded. If they move too far away, or the host enters certain zones, the others will all be teleported to you. Like dogs on a choke chain.
It's highly recommended to make a dedicated server.
A couple hundred mods in ark would be the most broken buggy unplayable mess in the world. Ark is a totally different game then minecraft, works a whole different way. Ark is based on the unreal game engine. It's a pretty demanding engine.
We're actually using a server hosting service at the moment. But really this is the only game that has this problem.
are the people who are trying to join have all the mods already installed?
Your friend can try going to the steam menu in the top left corner of their steam browser, then settings and then In-game tab. From there, the bottom left side of the window should have a server pings/minute setting. Have then set to 250.
If that then still doesnt alleviate their problem, have them come to this thread and then going to the steam help menu, clicking system information then copy pasted all that in their post so we can see if there are other further discrepancies that may have relevance.

I log in, and can vary between instant to several minutes. creatures start freezing, can't swap gear, and connection eventually kicks with a timeout message.

For testing purposes (think of it as a test control) use an Official The Island server. The reason is they use only default settings and no mods. If you can play there and not disconnect, this may mean the server(s) that you're otherwise attempting to stay on have some sort of issue.
But there are other variables to also consider.
That said there are also some general upkeep things you should think about that also, just for the sake of making things do well, you may wish to be mindful of:
1. Right click ark in your steam library, select properties and then local and verify the integrity of local game files. 1-3 is typically normal and nothing untoward as it has to do with the dynamics of the server list. More than that may indicate you had bad game files that had to be redone.
2. Driver Date: 2 2 2023 With this you're 1 update behind. Use nvidia geforce experience for that.

Ark does not perform well in resolutions above 1900 x ----- ranges. Drop to 1 monitor and set your primary and desktop resolutions to a 1900 x ---- range.
4. If you are playing on a wifi connection. Switch to cable to see if it alleviates the issue(ie bad wifi fidelity).
5. Ensure that you do not have conflicts with any virus checkers or fire walls etc of course.
6. Other general things: dont overclock, dont use nvidia geforce experience in game overlay(geforce experience is ok just not the ingame overlay), dont use msi afterburner program, etc etc.
Square those different things and test first again via an official server. Then if no issues go to the other unofficial servers you play.
If after all that, you're still having issues, then there lastly could be an ISP issue.
