There can be other issues with storage space on your system throttling it too. If the place your downloading it to is an actual hard drive (not an ssd), that's a well known issue that can drastically slow it down.
And there's another possible issue. All downloads have to pass through your master steam folder, even if you've installed ark to another drive/folder. If the drive where you have your master steam folder is full, then steam will have massive issue downloading anything. It goes to the master steam folder, then apparently gets movedddddd to the other drive. Why it does this, steam only knows. Make sure you have lots and lots and lots of empty space on the drive where the main steam folder is installed.
