Maybe also make sure that this folder \Steam\steamapps\downloading is empty (it's a temporary folder). Just in case any corrupted files got stuck in there.
There's also a temp folder that is usually empty, worth checking if there's anything in there and deleting it: Steam\steamapps\temp

As an update — sadly none of the potential fixes worked. I am genuinely shocked, as they seemed to be the most reasonable and applicable choices for this particular circumstance.
I followed each of the steps provided carefully by clearing out all of the files from the "downloading" and "temp" sub-folders before trying to reinstall the game. I had changed the region three times, but still to no avail. As a last-ditch effort I will try to use a non-US download region — beyond that, I can't think of what else to do, sadly. :(
