Report a translation problem
1. For the better sake of clarity, go to the steam help menu, click system information, and then copy paste all that here so we can see what steam detects for your comp and any discrepancies it sees that may have relevance.
2. Make sure you're playing ark in the settings that nvidia geforce experience recommends for your lower end 3000 series card. Get the program from the nvidia website if you havent already.
3. Ark tends to have issues in resolutions above the 1900 x ---- range. You need to drop your resolution down to that range (and 1 monitor if applicable) etc.
Start with that and lets see from there as there could be more things to query about based on further information.

As for geforce experience. of course if I use those recommended settings it runs at about 100 fps, but it looks like garbage.
I want to stress it again, the game was running around 50-60 fps with everything on epic until about 1-2 months ago, at 3440x1440. That's the monitor's native resolution, it's 35 inches so using 1080p would mean playing in a tiny window (and it still runs slower than it used to)
Additionally, a friend of mine experienced the same issue around the same time. He used to stream at max res and all of a sudden he was unable to.
edit: I am not sure why the steam info says I installed my OS in september, since i built the pc in June.
Also, the game was still working fine in october.

As I already once mentioned, Ark tends to not fair well in resolutions above the 1900 x ---- range. Drop to 1 monitor and make sure both primary and desktop range is the same and in the 1900 x ---- range.
Your lower end 3000 series card with the demand placed on it with the higher resolutions in a game as still demanding on comps as arks is a very potential source for your graphic fidelity vs performance issues.
2. Win 11. Its issue prone and while it may not be the main underlying factor(I'm leaning towards it being point 1), it can be a contributing factor and in recipe with other things.
3. Saying it was ok before doesn't mean that it wasn't always prone to the potential to dip into issues. We see that sort of statement all the time, especially in cases where things were being pushed a bit.
4. Unless you and your friend have the exact same rig and other variables, the source of the issue(s) can be different even if similar symptoms.
5. Steam info on your os is not a factor so worry not on that.
6. If you are also playing on servers or single player with mall sized bases and dino lots, higher rates and wild dino counts, using mods and more, those things can affect your fps.
7. Do not use msi afterburner, overclock, use 3rd party graphic enhancers and more. Those tend to be more crash related issues but Im covering all bases so to speak by mentioning caution with it, but heavy mod use can cause graphic fidelity/performance use too.
