Anyway, it's a launch command so you put it in your custom command line(not console). I have read some users using ForceAllowCaveFlyers=True in their GameUserSettings.ini but I can't confirm that works or not.
Where would the cutom cammand line be? Is it part of the startserver.bat?
Theres two people with the same problem. The devs gotta be more clear.

No idea how you do it if you aren't running a server that way maybe it does work in GameUserSettings.ini? I don't know I just used it in the command line because I could.

Yes
You need to add the forceallowcaveflyers setting, but as a server argument. The ingame checkbox on the settings page doesn't work, and adding it to the .ini files will not work.
Right click ark in your game listing.
Click on properties on the pop-up menu.
On the page that appears, look for the "launch options" box, and enter
-ForceAllowCaveFlyers
The uppercase letters aren't required by the way, that's just a convention that makes those things easier to read since they can't have any spaces. The start of every "word" gets an uppercase character. It's not case sensitive.
