Not being online shouldn't impede your ability to play SP on ARK.
Your wording also kind of throws me off... I'm not sure if you're just using "host local" because that's how it was early on, or because you actually have been playing offline without updating for so long that your game doesn't have the singleplayer option under the Host/Local menu--and that option was added months ago.
If you have been logged in on Steam recently, then maybe the game is updating, as others said. You could also check your firewall settings to make sure that it's still allowed through your firewall--I don't know what might remove it, but it can't hurt to double check.
Lastly I will suggest validating your game files. Right click on ARK in your Steam game library list, click "Properties," and one of the tabs should give you the option to validate the integrity of your game files. Do that, and Steam will replace any damaged files. It may or may not help you play the game again.
