Also since the devs don't test anything they have the resolution scaling higher then your monitors resolution so just turn that down right before it starts actually degrading quality.

I could run 4k max settings fine. Until this latest Windows update. Now I get nothing but crashes.

No, you shouldn't be able to with that build sorry. I suggest either NOT play on 4K or buy a 4K monitor around 27" and hope for the best.
Currently for a 1080ti, nvidia does not recommend Ark to be played in full max settings under normal game play circumstances. Most settings can be but a few are suggested to be dropped.
However you can but you will suffer some fidelity and performance issues either potentially or guaranteed.
Again this is under normal play.
If you are attempting to also play on congested servers, servers with massive mall sized bases and dino parking lots, super boosted rates and settings(double triple dino counts etc), heavy use of modded content especially multiple overhaul mods not meant to be used together, and more.... well then settings have to be adjusted down even more.
Also if you're using MSI afterburner, this is a known issue maker for Ark.
Out side of all that, your definition of "cant play" is vague. If you're encountering crashes there may be other issues going on in which you would need to provide much more accurate information to be able to sift through to see what may be going on.
But for which game? on what size monitor/screen?
A smaller monitor will(should) give you better FPS and/or better graphics.
And TVs in general are not a good option for high end gaming.
So not quite high settings @4K?

The amount of pixels is the same, whether it's a 60" 4k monitor, or a 27". It does not change the work your GPU has to do.
The only difference is, that 4k on a 27" looks way better, because the pixel density is higher.
