If it's for an official there's nothing apart from what Maireen said an check their profile, but even then if it's set to private there's no way to tell.

Can this track the last log in of a specific person in the server?
Like you know when you open your Steam Overlay and View Players it will give you a list of the recent players that have logged in the server. . .
But it seems a bit unreliable because it won't show someone's last log in if they did not sign in on their Friends List window.
Also show's full chat log (doesn't matter if it was local, tribe or public).
Nothing utilizing RCON + Chat Logs will show Tribe chat - Arkon especially. The only prospective exception is utilizing game logs, which cause all kinds of havoc and thus most people have disabled. Even then, I'm not sure if game logs will show it. Nonetheless, Arkon does not integrate with the game logs.
To the OP: If you host on a dedicated server you can easily find all of that. There are many tools that allow you to check, but if you don't want to download them you can just look at the "Last Modified" date of the save files. That works if you have FTP access to a hosted server as well.
