Basically, they are very common, and very small, and can spawn in very hard to reach places where nobody goes looking for them.
The result is that every time a megalodon, ichty, plesio or mosa gets killed, there's a very real chance the respawns end up being trilobites, and over time you get more and more trilos and less and less large ocean life.
My suggestion would be to figure out a way to try and go on a trilobite killing spree in an area, then leave the area and come back, and see what respawns. Ichties spawn a fair bit near beaches, so you wouldn't have to dive down to the real deep to give it a try.
The lagoon on Herbivore Island often has an ichthy or two in or near it.
