Nice quiet server with no mods. everything x 1 so gives you time to grow and learn
For pvp, there really isnt any "beginner" server. You can join unofficial servers that are pvpve(ie weekend only pvp or specific scheduled days) as a sort of pvp training wheels. Also you can download and play Survival of the Fittest which is a fast paced arena pvp battling game. Its hard to start but you'll learn to survive fast and it'll make then playing the regular games' servers seem pretty easy by comparison.
For pve, most all official servers are going to be a challenge for some types of beginners. For other beginners, it will be not necessarily so bad if they have survival game experience.
Unofficial servers tend to have taming and experience gaining set at higher rates(ie faster... sometimes very fast) than unofficial but you can still run into servers with dominant tribes taking all the resources and good building spots. You can check server advertisements from the main forum menu to the right in its subforum for it. Also you can check advertisements on the official forums too. And lastly you can google for at least 2 Ark server list and ranking sites.
However, right now is a good time to hit any servers because the overall number of players isnt dramatically increasing but the number of official servers due to now having 2 different maps exists. Players are spreading themselves between the two so that waters down some issues. Also since just yesterday any "Center" map servers official are new so everyone is relatively new to the maps and no major dominance has occurred yet. Getting in one of those maps and joining a growing tribe may be something to consider.
And lastly if any servers just dont seem to work for you, you can opt to play the single player game and set the settings as you desire(instant tames and max resources on 1 hit as an example) to help you learn/feel comfortable with the basics of the game.

The settings are based on the official environment, a couple of rates are boosted like the breeding ones (only by a very little amount), no mods added.
Third person mode is enabled as we understand a lot of players get sick feeling and sore eyes from the first person.
No griefing/hacking/cheating/offline raiding.
No racism, sexual content or harassment.
No artifact/cave/resource blocking. The resources must remain reachable for all.
There is a community industrial forge at the volcano to make everyones lives easier :D
You get a nice starter package e.g. Metal tools/pike and chitin armour sets. 1 set each per player. Also a free level 30 Trike + Saddle per tribe :)
If any two tribes want to go head to head in war. Then both tribes must comply and submit a war. If only one side wants war then the war is not on.
The Admins reserve the right to change, modify, or adapt all rules as deemed appropriate.
