This would be correct. You place an object into the grinder, mouse over and choose the object, then you get some of the materials back for said object... there is a youtube video or two or three out there that tells you how to work it.

2) why so pure limits (from 25% to 100 qty of each res as result)
Yeah, but you do understand now that you can grind pretty much EVERYTHING right? Also the function we probably use it for the most is making 500 thatch out of 100 wood... never have to take the beaver to the swamp again. Made about 30k thatch for our new tower.
