Why isn't alliance tribe working?

On my server no matter which one i check the alliance tribe option is just not there are they working on this>

and is there an offline raid prevention in place, as alliances are disabled on those that have it i believe

no i checked that it has allances on

as long as ORP is on Alliances are off, for what reason ever.

I have a server too, and alliance doesn't work... Is it because offline raiding is off?
