How Do You Get To The GameUserSettings.ini (ServerSettings)
I know this sounds stupid and should proberly know, but how do you get to the GameUserSettings.ini (ServerSettings). Because i want to put in AdminLogging=true

No, if you are looking as single player, you will use Windows Explorer, and use the path that Ghost Ryder gave exactly... that will get you to the config ini files.

Server owner would have to find the file, path will change slightly, depends on if it is hosted or being ran somewhere else.

you need to go into the folder

and open
GameUserSettings.ini
and edit it

Windows, MAC, or Linux?

Most likely Windows, but trying to make sure.
ANd what version of Windows?
