It would help if you say if you prefer pvp/pve/multilplayer/singleplayer. Play style makes a lot of difference in a sandbox game like this.
The newbie experience? Conan Exiles
The optimisation? Conan Exiles (at least for me it run miles better than ARK does)
The unmodded solo experience? ARK (the game has an option for playing in a mode that is actually balanced for solo play, last time I played Conan it still didn't scale things like boss HP down when playing solo)
The looks? Conan Exiles (this is ofc very subjective)
Theme/atmosphere? Conan Exiles (I don't like the idea of guns and fancy technology in ARK, will have to try the Primitive+ addon)
With that said ARK is free until the 19th so I'd just pick it up (like I did) and grab Conan later... especially if you want to get your friends to play with you.. There isn't much to lose in trying out a free game. Also I'm enjoying ARK atm after I picked it up for free (tried it in the past, refunded due to performance and lack of basic options like vsync and turning off controller vibration). Seems the performance has gotten a little better and I found workarounds for the vsync and vibration issues so I might even buy all the extra content later.
Content wise ark has more offerings both in terms of dlcs and in terms of modded content by a long shot.
Player base wise, average player concurrency this month for Conan is around 7800. Ark has an average concurrency this month of 44,000. Conan's best month with a peak(not average) concurrency was 53,000. Conan basically has always been a mere fraction of players compared to those playing Ark.
Both games are on UE4 and both have issues but with various degrees of differences. Since more though play ark by a long shot, more issues get reported daily by players obviously.
In terms of servers(this is a stat for both unofficial and official servers, Conan has less than 13,000 active servers. Ark has over 70,000+ active servers.
Going beyond that, comparisons start to fall into subjective and aesthetics since both games involve different game play intentions and it will be up to the player as to which then is preferred.
So over all, "better" is really subjective but at least the evidence is rather compelling that since more do/have played Ark and keeping it even after 7 years in the top 20(was typically in the top 10 for almost 5-6 of those years) that it speaks to perhaps people being more engaged with Ark than perhaps conan
All free dlc maps that were modded content previously had their makers hired as devs. Also the Ark sponsored mods program that pays 4k a month stipends to select mod makers means those folks at the very least aren't hobbiests as you like to call it. :P
so really it boils down do if you want a more combat oriented game or a capture and monster raising type game
and how meny bugs you want to deal with - dont get me wrong conan has its share of bugs and issues but Ark is just in its own world with issues and most of these have been in the game since early accsses years ago. This is just me though it seems a good bit do agree Ark devs dont seem toc are about there players and dont listen to any feed back and do w/e they want too waither players like it or not (ark 2 is prim example) hardly no one wants 3rd person only and a combat oriented ark game but yet what do we get?
anyway both have there perks
ark is bigger with more to do but lacks npcs, and human ai
and conan aimed at adults, as with ark is aimed at kids\teens
