There may be some mod made map but no official maps contain 100% all available creatures. This is intentional to incentivize playing on various maps, especially in cases(like official servers) where they're clustered to work together.
You can of course in single player or some player run servers use mods that add dinos (try not to use mods from different makers mixed as that causes problems) too.
All in all again the answer though is primarily no without altering things.
A non-mod way to add spawns is to manually edit the spawn containers on the map you want to play.
Theres a custom spawners mod you could try, it's recommended by the Crystal Isle devs when using their spawn mod. Haven't tried it myself but apparently it lets you place spawns for dinos and resources, might be the closest thing you'll find right now to have all spawns on one map.
Running a server is a steep learning curve. Keep it simple for starters and as others have mentioned in addition to what I already said, there are mods that add dinos but just keep in mind that such mods:
1. May replace spawns of dinos(meaning less of other dinos normal to a map)(most mods don't do this but some do.
2. That since a server has a limited number of dinos to a map, that you're diluting the numbers of spawns of most dinos be it the new or the normal ones for the map. You can of course increase in server settings the wild dino count but understand that you can have other adverse effects from doing so(especially if you alter other settings or with more mods after that).
Also if you're making your own server, keep in mind there are over 70,000+ player run servers that already exist. If you're intent is to chase player numbers and compete with those servers, then that may not be a good choice to make. If you already have a group of friends or you just want to play on your own persistent server because its something you like then that's probably a better thing but again running a server can be a rather big task for some. I've seen so many people over these 7 years set up a server, not really paying attention to what is involved and end up either biting off more than they could chew or getting burned out or both.
Just ground your expectations is mainly what I'm saying.
Free maps with mods, I'd suggest Valguero. There are two mods that restore some Valguero content made by the original Valguero map makers that the Ark devs removed when they adopted Valguero, because it included some things from the not-free maps, such as Extinction and Aberration, and is the easiest map to farm element. Dinos removed from the official Valguero version are such things as managarmrs, snow owls, rock drakes, velonosaurs, light pets and other dinos that previously only exist on Aberration. The mods also restore griffins, which you can also get on the free map Ragnarok, for reasons, I haven't a clue, other than they make it easy to solo tame a quetzal.
Be wary of Genesis I, although it does contain some interesting dinos and other features, unless you play it with a high level toon or an experienced player. I started Gen I with a new toon, along with 3 other experienced players playing new toons, and it took us hours to be able to meet up with each other. However, we started in what the game suggested was the easiest place (swamp), whereas we found later that the ocean biome would have been trivial.
Genesis II on the other hand, was the easiest map to play with a new toon, once you learn how to use the Tek suit, if you haven't already.
But both Gen I and II are difficult to meet the requirements for killing end game bosses solo compared to other maps.
I think most dragons aren't available at Genesis 2... (Rockdrake and Wyverns, at least. Not sure about Magmasaur and a Managarmr.) But there are other Genesis 2 creatures. The Griffin and Crxstal Wyverns are worth mentioning. Both are availabl at crystal isles. (The griffin is a creature orginal of Ragnarock). So all in all you only realy need Gen 2 and CI imho.
But if you didn't realy play the game, yet, I recommend simply starting at island and playing through the story. (or just continue to play on the next map, if you don't want to kill the overseero on island and/or the other bosses on the other maps.) The game has a lot of features and is not so easy to master. (Although simple to learn imho.)
As mod, Structures+ is a must, imho. It eases things significantly and has a lot of QoL-features (such as auto-opening and -closing of doors.) Set your pickup-timer to zero, though... (this is also possible without the mod in Singlplayer/ own Server)
