Taming a fjordhawk is surprisingly easy. All one has to do is kill any creature near the bird and it will eat the flesh of the deceased creature, causing it slowly tame. It should be noted that the heavier the creature is, the more efficient the taming process will be. The creature must be killed by a tame or yourself. But when the hawk feeds on it you must not be mounted on a tame.
The easiest way to tame it is to bring an Ovis to a Fjordhawk with a grappling hook and kill it on the spot.
I was taming it the right way but now the taming bar is not moving and saying to put food in its inventory and i know that not how they tame but since it says that now when i go kill a dino for it and it eats the taming bar stays at 13.6% so im thinking its bugged. i took a screen shot of the issue but cant post it here T_T

To tame a Fjordhawk, you must let it eat creatures you kill (wild or tamed). The taming increase varies depending on the creature it eats.
Based on Dododex's testing of dozens of creatures, it generally prefers larger creatures such as the Brontosaurus, Diplodocus, or Parcer (all three were equal), however the size is not always correlated to how effective the creature is. The Ovis is the most effective creature to feed it. The Phiomia tames it very well in comparison to other easy-to-hunt dinos (even outperforming the Allosaurus and the Therizinosaurus).
Note that the level of the creature it eats does not matter (a level 1 will increase the taming bar just as much as a level 150).

Per the description of your post about your issue, it sounds like you're not properly taming them. You do not knock out them out or place food in their inventory.

I am taming them the right way ive gotten a few before just now they keep bugging out and the taming bar says to put item in its inventory (which is not the way you tame them). i guess i am one of the few with this little bug
