At level 10, you can make a Parasaur saddle. If my math is correct, a tamed Parasaur should be able to outswim a Megalodon, and should be able to outswim a Manta with like 3 points into movement speed.
The safest bet is to wait til lvl 15 to get a raft, then it's cake, but the Parasaur route 'should' work as well.
Real quick on the math: ARK Wiki says Parasaur base swim speed is 450. A Parasaur gets a +67% movement speed bonus when tamed. So, taking 450 x 1.67 should give the after-taming swimming figure, which is ~752. A wild Megalodon swims at 400 default, and 570 when sprinting. So, even a sprinting Megalodon will still not be even close to the swim speed of a tamed Parasaur. A Manta's default swim speed is 600 - still too slow. However, a Manta's sprinting speed is listed at 780. I'm unsure how effective oxygen is for increasing a tamed dino's speed, but 3 points into movement speed increase should bring the Parasaur's movement speed up to 792, which is just enough to outrun a Manta. If points spent in Oxygen gives a +6% bonus to swim speed to tamed dinos like it does to humans/players, then just two points into Oxygen should make the Parasaur faster than anything you're likely to encounter on the way to South Haven/Herbivore Island.
