Why is it a bad thing to not be maxing out your CPU?
Had you meant to mean that your problem was something else and that the CPU utilisation was simply an observation you made whilst looking into this other problem?
Unless you are experiencing graphic fidelity issues or performance issues(in terms of fps lag etc) then your posting makes little sense to fret about. You're speaking of low cpu and gpu usage in low settings but higher when in higher setting. Basically thats the hardware working as intended.
I'm indicaiting I have low CPU usage to show that my GPU is not bottlenecking.
Nope, no FPS limiter set. Vsync is off too

Obviously there's something wrong when my GPU usage is at 50% and Im getting 40 fps....
I checked, there is no framerate limit, The game runs from 40-60 fps and goes above 60 at some points as well, GPU usage remains around 50% on medium settings
Hardware working as intended wouldn't be 40-60fps on ARK and GPU usage remains 50%..
I honestly think you're getting a better deal with your GPU only running at 50% with your settings the way they are and you say when you bump it up to epic your GPU is at 80% but your FPS stays the same... does the quality change at least?
Yeah the quality does absolutely change. Epic with 40-50 fps isn't bad but I'd still rather play medium with 60fps stable. I have a 1060 as well but 6gb.
