Validate the game files
Ark isn't crashing your other programs. Typically this is a symptom of issues with your rig/setup. Ark being a program that is very demanding on hardware just simply makes that more easy to see versus weaker programs that have a lesser risk of showing such.
Correlation doesnt equal causation. If you dont wish to post your steam detected specs and answer questions and blame the game, then I suggest shelving the game until it matches your delicate sensibilities.

Are you overclocking, using MSI Afterburner, or any graphic enhancing programs
I asked 3 there. Since you cannot be more succinct I'll just say this.
1. Dont overclock if you want to play ark. Its known to crash it.
2. Dont use MSI afterburner. Its a known crash causer for ark(and other games.
3. Dont use 3rd party graphic enhancer programs. They can crash many games including ark.
As for your suggestion i closed gpu tweak(that's what i use to oc and i wrote that idk if you saw it up there) and restarted my pc tried to run ark again and it's still makes other programs to crash. And i am saying that again my problem is not that the game crashes it's that other programs crash
Actually it’s better to be harsh and blunt. The number of daily posts and Ark related issues is a lot. The first thing asked for is steam info. There are a handful of people that really do a great job of trying to help others find a resolution to the issues. I think if people took the time and read others posts they could easily see there is a format to help expidite a solution.
Like the number of people asking about "array count" crashes is evidence of that. Simply googling that finds that there are hundreds of threads for ages on the topic and the fix is rather obvious and easy.
If you feel stating facts(that you ambiguously only answered 1 point vs 3) and detailing for you the 3 points mentioned as being harsh, well... I think the evidence is rather compelling that the issue is rather user centric on more than one level.

To do this, press the Windows key, type "control panel" and press Enter. Click System, then look for Advanced System Settings on the left. On the Advanced tab, look for Performance and click Settings.Then, on the Advanced tab, look under Virtual memory and check the paging file size.
If it is zero, then the paging file was disabled, and you should change it to either "System Managed" or a custom size at least equal to the size of your system RAM (and preferably 1.5 times your RAM).
The reason I bring this up is, having no paging file can cause strange crashes to happen, even if at first glance it seems like your PC has plenty of RAM. Mine has 16 GB, yet at one time I was finding that other programs would crash when ARK was running (for example, I couldn't run both Ark and Firefox or Chrome at the same time). I was beating my head against a wall trying to figure out why. Then, I realized the paging file had been disabled when I was doing some other testing in the past, and had never been re-enabled. Once I did so, the crashes stopped.
